In Fullerton, the property owner keeps up the entire sewer lateral, building to city main, the part under the street included (Fullerton Municipal Code 12.08.031). Under the 1920s and 1930s preservation-zone bungalows, that lateral is often clay, and the water lines inside the walls may still be galvanized steel. A typical Fullerton lateral is a 4-inch pipe running from the house to a city main at least 8 inches across, laid either in the street or along a rear easement. A lasting fix follows the video. One cracked section can be swapped for PVC held by rubber couplings. If the old pipe still holds its shape, resin can be cured inside it to form a new pipe within the old one. The water side has a history of its own. Fullerton's 2024 service line inventory found no lead service lines anywhere in the system, on the city's side of the meter or the owner's, so the worry in an older house here is not lead. It is galvanized steel inside the walls of the oldest homes, which rusts until little water gets through, and copper from the 1950s to the 1970s, which can thin and pinhole. Warnings include brown water after the taps sit unused, a feeble shower on the second floor and leak after leak. One leak gets a spot repair. A pattern of them calls for new PEX or copper run through the attic and dropped down inside the walls, retiring the old lines entirely. Three things size a lateral job: how many feet of pipe have failed, how far down they are, and whatever has been built or planted above them. Lateral and repipe questions, answered briefly

Rarely. Both trenchless methods work from small pits, usually one at each end. Lining cures resin into a fresh pipe inside the old one; bursting fractures the old clay and drags new pipe along the same path. Roots, or a break: what is in my lateral?
The camera shows the difference. Roots look like a tangle of fine threads at a joint, and they return after cutting. An offset joint shows as a ledge, a crack as a dark line, and a sag as a puddle that never drains. Until the damaged stretch is replaced, those faults keep backing up the line, and an old clay lateral often has roots and an offset at the same joint.
Copper or PEX for my repipe?
Both meet California code. PEX curves around studs and joists and needs fewer fittings, which leaves fewer concealed joints. Copper looks neat where pipe stays exposed and has a long track record. Each gets its own written price, and you choose.
Who is responsible for the sewer pipe under the street in front of my house?
