What to know about plumbing in Placentia

Placentia's land was once part of the 1837 Rancho San Juan Cajon de Santa Ana, and its name, Latin for a pleasant place, went first to the school district in 1878. In 1910 A.S. Bradford and others brought the Santa Fe Railroad through town, packing houses followed, and the City says Placentia was the first to market the Valencia orange. Old Town Placentia, also called Placita Santa Fe, grew up beside that depot around Bradford and Santa Fe avenues, and Bradford's own 1902 house still stands at 136 Palm Circle, listed on the National Register. The city incorporated on December 2, 1926 and stayed the smallest in Orange County for many years. In 1972 it became the first city in the county named an All-America City, and the title is still painted on the 1941 water tower at Chapman Avenue and Main Street. Brea is to the north, Yorba Linda to the east, Anaheim to the south and Fullerton to the west, and the lake at Tri-City Park, once a ranch reservoir, is shared with Fullerton and Brea.

Placentia had about 5,000 residents in 1960 and nearly 25,000 by 1970 as the groves gave way to tracts. A few pieces of the grove years remain, such as the George Key Ranch with its citrus planted in 1893, the 1934 packinghouse on Crowther Avenue and the oldest macadamia trees in California, planted before 1890. The Census (ACS 2020-2024 5-year estimates) now counts about 17,900 housing units, with a median year built of 1976; 60 percent predate 1980 and 60 percent are detached single-family houses. About half the homes went up in the 1960s and 1970s and about a quarter in the 1980s and 1990s, while the oldest are the early 1900s houses of the Bradford Avenue and Palm Circle area next to Old Town. On a street of 1960s tract homes, the original drains and shutoff valves have been in service for more than half a century.

Which pipe brings water to your house depends on the provider, and the bill settles it. Golden State Water has served most of Placentia from 1929 on; in 2025 its Placentia-Yorba Linda system ran about 28 percent basin groundwater and 72 percent imported water and averaged about 11 grains per gallon of hardness. The Yorba Linda Water District, itself based on Miraloma Avenue in Placentia, serves other parts of the city with about 85 percent groundwater, and in 2025 that groundwater averaged about 20 grains per gallon, very hard water that leaves more scale in heaters, valves and faucet cartridges. That district requires a pressure regulator wherever street pressure tops 80 psi and says the homeowner maintains the regulator, along with all water and sewer pipe on the customer side of the meter.

The City maintains 84 miles of gravity sewer across most of its 6.6 square miles and hands the flow to the Orange County Sanitation District through 35 connections, while the Yorba Linda Water District runs the sewers in about 15 percent of the city. By the City's own account its system is between 50 and 100 years old and almost entirely vitrified clay, cleaned every year and inspected by camera, and City code requires every building with plumbing to connect to a public sewer. Where your responsibility ends on a City-served lateral is a point we could not confirm, so check with the City of Placentia before any digging is planned. A small unincorporated county island sits inside the city limits, and work there is permitted by the County of Orange. Everywhere else, permits come from the Building and Safety Division at City Hall, 401 E. Chapman Ave., or online through SmartGov; the 2025 California Building Code governs plans accepted on or after January 1, 2026, and an inspection has to be booked ahead because the City will not schedule one for the day it is requested.
